That's right. A capped out player would hit 95% against an equal level. A player gets ten ranks of a weapon type per level.

For example: A level 22 Dread Knight gets +50 two-handed slashing skill from some jewelry he found (Lucky him.). that puts him up to 270 (Assuming he's been using his two-handed axe from Tomb of Lord Tsang for a while.). He's now for all purposes of accuracy with melee attacks swinging as a level 27. Now he's going from hitting 22s 95% of the time to hitting 27s 95% of the time.

As a tank, high accuracy equates to steady threat generation--this is far more crucial against higher level mobs.
