notice the raise of your cap on 2hs skill in your skills tab of your character?
It raises chances, when fighting even level mob, of either dealing dmg or precision of strikes (i forgot which increases what, move mouse over stat to see).
but basically if all your other skills are maxed at 200, and your 2hs maxes out at 269, that is significant advantage in fighting a even level con wearing a 2hs weapon of comparable quality as opposed to something that is only 200 skill level
