Going Back to EQ (the early days), a Class weapon like Innys Curse should be someitng every class can achive with a painful list of things to get. That really limited the number on the servers.
As for legendary i can see things that only a few people could have. the Early days had the Ring of Champion quests and where awarded at Events and such. Thoes where items that only a select gruop ever seen.
