Checked this last night.
When i use Devastating Blow III it does the following.
*No animation...I just stand there.
*No Damage shows over the mobs head.
*However, watching the mobs health bar the mob does loose health.
From this I beleive that just the animation and graphic for damage are broken. The attack actually work, it is just annoying.
