I am a level 24 Dread Knight, and after the patch that increased our aggro creation with our hits, I had no problem at all keeping the monsters at me.
I don't know if its only me, but actually, I don't even use Provoke. Heck, I've never got a monster with that; I make the monsters come to me via the good and ol' damage. I normally hunt with a Bard, a Psionicist, a Disciple, a Paladin and a Sorcerer, and I can keep the aggro most of the time (when the monster isnt attacking me, its attacking the Paladin)
Rescue + Torture + Malice normally works fine, Harrow can help too, if you are behind. I don't find Provoke useful at all... maybe in the next few levels I may use it, but I doubt it.
