Torture is the single biggest agro gain we have.
Also, I don't use Provoke unless I'm out of Endurance, as the hate listed on the tooltip is less than my Vexing Strikes hit for. Therefore, I prefer to use my global cooldown for Vexing Strike.
I haven't had any trouble with agro since they patched it, and only had moderate trouble before. (Healers would usually out agro my torture, if we had more than 2 un-CC'd mobs. I don't really see that as a balance issue, as much as a reasonable limitation though.)
