Level 22 here. Never had trouble with aggro unless group members were 2+ levels higher than me. Even then I can get aggro if I fight for it.
Make sure you have a way to immediately chain Incite finishing line after any critical hit. This is much more important than casting Wrack-Ruin line. If I get lucky and hit an early crit and get incite off, I have never had anyone take a mob off me.
Some people may have the impression that I am slack for doing this but my main hotkey looks like:

Also, don't pull with anything but Torture. Personally I let other people pull and I stick torture on it as it comes towards camp. It gives you the head start on aggro you will need.
