Yes, while dual wielding, you swing both weapons on any special attacks, and as far as I know, both weapons have a to-hit calculation involved.

And in response to the OP, the way the special attacks are written, it seems they are a lot like WoW where it calculates the dmg by the dmg amount on the weapon, and not the dps. Unless in some way they normalize weapons and average out the dps to give special attack dmg. But the way it's written, slow and hard would work out the best for special attacks.
