Just to verify that I wasn't imagining things, I stripped all of my equipment.
40 - Dreadknight
3 - Vulmane Racial
3 - Everybody-Gets for 10, 11, and 12
9 - 3 discretionary points at levels 10, 11, and 12.
= 55
Which is what my character sheet reads.
If I am in fact bugged, I'd kind of like to know about it now. Can anyone else absolutely and positively guarantee that they have put 4 points into a racial strong suit?

I can guarantee that it's currently broken. I thought it was but wasn't paying attention until this morning. I am 60% through a level = 8 points distributed this level and yet DEX and INT are maxed out with 1 point remaining. That is not possible if it's working correctly.
It's only allowing 3 points to be placed into dex like I thought.
