Actually, if you have a decent weapon for your level, one hand or two hand, Wrack is usually better. At level 18 my wrack usually hits for 400-600+ without a crit with my one handed axe.
Incite still does only ~170-200 max.
Wrack for me, since half the time the only way to keep aggro is by dpsing your brains out.
