I understand the longer CD. However, when some abilities are on CD and they become active again (before the cool down), they do pop up. For instance, Vengence when it pops up, whether it is on cool down or not, is lit. You just cannot access it.
So if it were true that Incite was on a longer CD, it should still light up when it is perceived as an attack combo. Since it does not light up, this leads me to believe that they are actually kept on separate counters or separate perception tables.
Also, I have had Wrack pop up by itself in a fight where I have not used Incite at all.
./shrug I dunno what the deal is, but I have noticed this phenomena.
