If you mean that you would get more DPS by waiting for a normal attack then hit a special, which then resets the combat timer and will let you do a normal attack, I have kind of noticed this before but I couldn't really tell if I was doing more DPS.
For example if I wait for a normal attack then hit BS quickly after it seems my cooldown between when I auto attack again is longer, than if I were to spam BS.
