This is a known issue, but not because it's bugged.
It's because we can't get any decent DC until high levels.
What they need to do is allow us the 'chance' to hit higher levels of DC at low levels. Why is there a hard-cap on DC?

If I'm lvl 5, why the heck can't I hit DC3, 4 or 5? If a fight takes an hour for me to kill a mob...I see no reason why I shouldn't be able to reach those countenances. It's just a limiting factor they don't need.

As a lvl 10, if I'm tanking a lvl 10 4-dot...it really disappoints me that even in a tough fight like that I can't reach DC 3 because of some level cap.

Don't need to raise our abilities...don't need to tweak the system...just allow us to REACH the damn system.
