I think it's more likely you'll need to be good at both. If you go all-out into hate, then you won't have the HP and mitigation to withstand the onslaught. If you go all-out into HP and mitigation, then you won't have the aggro/hate in order to keep the mob on you.
Don't let someone tell you that one idea isn't going to work, because until they've hit lvl 50 and tested it...no amount of "other game" experience will be solid enough to tell you one way or another if something will not work.
