I've not given much thought to utterly maximimising my DPS, so I can't comment on #1 other than to say I can solo fine...
#2, however, yes I am convinced this is a bug and have logged it as such. My girlfriend is playing a ranger and I can outrange her using Enraging Shot which just seems wrong unless Warriors are meant to be the masters of pulling
If I am willing to expend the bolts to do so, I can take an even con / yellow con 2 dot mob down to half health before it reaches melee range.
