I feel that in terms of weapon restrictions it should be a mix of both. You shouldn't restrict it to the point where someone playing a caster class can only wield two types of weapons half the time, but at the same time, certain weapons need to be restricted to a point. I mean, realistically if you have some exotic and hard to wield weapons, anyone who isn't properly trained in the use of them is just as likely to hurt themselves as the enemy.
