I think the racial modifiers will be pretty minor. If they make certain race/class combinations markedly "better" than others, it will "force" a lot of people to play those optimal combinations... and the devs had said that they don't want to push people into taking specific courses of action.
If race makes a major impact on your performance there will still be some people will play certain race/class combinations no matter how much it "gimps" them. But many, many people will feel compelled to take the maximized build.
My thinking is that it might make a difference early in the game, but eventually the differences will be such a small portion of your total stats that it won't be significant.
Purely opinion... but I hope I am right.
