As a tank, I'd prefer the shield, just because of the huge amount of added AC
The sword and dirk style might work for individual mobs, but Vanguard is supposedly going to have no way to single-pull. I think, when the going gets tough, a tower shield will prove far more useful than a little dagger.
Leave dual-wielding for rangers, bards, monks, and rogues...
