In my mind, Paladins are all about the almighty hammer of justice, and said hammer could be 1h or 2h depending on if you were tanking(1h) or mostly there to deal some extra damage(2h).
That being said, I really hope that you cannot tank effectively with 2h weapons, I really think it would be silly if you could.
