I'm not certain what's intended for quest rewards - for the most part those I've had have been useless to me since I have better gear either crafted or from drops. Granted, I've not played past level 20, so I'm not sure if this changes. For the most part I've just preferred better cash rewards, though admittedly on test this isn't as useful -- that said, for a change I'm
saving money!! - this is a novel experience for me.
