This sounds like a bug shamans are familiar with.

If I'm in wolf form and cross a chunk line, I lose the wolf illusion but retain the speed buff (also the enhanced melee abilities but that's not relevant here). At this point, I can summon a horse even though I still have my Skin of Rakurr buff icon, although in my case the speed doesn't stack with the horse. This is a well-known issue. It's interesting that the panther mask +runspeed fully stacks with horse runspeed. Fun bug!
