After testing this weekend I have found out that if I log out while on a mesh I will find myself in or under the mesh when logging in, I will be as deep as the ground is in relation to the top of the mesh.
Example:
In Leth Nura if I log out at one of the side crafting stations I will be under the mesh and stuck in that area, if i log out in the Center of the Crafting area i will be waist deep in the mesh; this allows one to jump once and be placed on the surface and able to move about the city.

If I log out anywhere I am on the actual ground; when I log in I am placed on top of the ground and can just start playing naturally.

This can be tested easily enough just logging out and back in with no need to stop and restart the game.
