Not having the title shouldn't impact your ability to craft, though. My weaponsmith on Shidreth has never had her title (I didn't notice for ages, and I don't particularly care) and she can still make stabbity things just fine.
That said, if you do care about it see above -- and if you
can't get recipes then there's something not working right.
