Easy answer: you want a site like that, make one of your own. It's not difficult, these days. I'm not being flippant -- the beauty of the internet is that you can create just about any community you like, often without much or any cost.
Censorship implies absolute right of free speech, which is not the case on forums that are hosted. Forum admins/mods have the right to make rules for their communities, and disallowing certain kinds of behaviour, when stated up front, does not actually count as censorship.
Additionally, censorship was as common under far-left governments as it was under far-right ones. The whole "zomg this is fascistic!" argument is a little tired.
If you know you're supposed to be driving at 30 and you're doing 50, you're not expressing your right to life, liberty and the pursuit of happiness: you're breaking the law. If you rant, troll and flame when the board rules & regs clearly ask you not to, then having your (the general "you") posts edited or deleted is more cause & effect than it is censorship.
I have a great interest in the subject, and hate the see the real right to freedom of expression be muddied in debates that really amount to "let me swear and be juvenile on your forums, ok?"
In order to achieve its stated goals, a group needs some sort of structure -- how much structure is of course dependent on each group. Point being, if the structure of this group seems to restrictive for you, the great thing about the interweb is that you can make your own group, with less structure. All depends what you're trying to achieve.
