I've had trouble with this guy. He's "Lieutenant" something or other, stands on the steps of Nakai Dojo. Back when Florinda was lvl 11 or 12, I was doing his quests. I completed a quest, he offered the next, I clicked out of the box (clicked the X in the upper right corner of the window, not the Decline button) because I wanted to do something else right then -- and the quest shield over his head disappeared.
I was never able to get him to offer me any quests again, and since I *think* his quests unlock others at the Dojo, that was pretty much that. The only option was straight grinding, because the quests down at the Crossing were too hard to solo. Bleah. That's when I moved to Thestra.
