Process order consistency

I don't know if this affects other crafts too, but has anyone else noticed the inconsistency in the craft process order?

For instance:

When I want to make a jute bolt, I am given three options for my first step in the process

1 bolt--> 3 bolts--> 5 bolts

The same logical procession follows through the crafting process with each step being progressively better/more expensive than the previous step.

However, When I work with leather to make mangled bundles this logical procession is not the case. Instead, it proceeds as follows:

3 bundles--> 5 bundles--> 1 bundle

does this odd progression happen in any other crafting profession? Is it just the outfitters? Is it just mangled bundles of leather?

it's not really a bug, just a minor annoyance (but I /bug'ed it as an "enhancement request" )
