My thoughts on this were with EE, that stats were fixed and that you got full benefit of the armor if you could wear it.

I.E level 1 pali wearing level 10 plate with 3 wis and 15 hp, would receive all 3 wis, and 15 hp to their stats if they could wear the piece.
