I beleive that all Tier WO's have the ability to drop it (from what Sigil says).
That said....
I grinded through 6 levels in NT and did not see a drop. I ended up selling some stuff to make up the $$$ to buy them.
I still believe that leather recipes are more common than cloth >.<
