I have done the /bug on this as well as numerous other people I know. This bug first appeared when they did game update 1. It has been happening ever since then and has been /buged dailey.
We have also done a /petition although never hear anything from the company so I decided to come here. The game is not playable in its current state for those on a pvp server.
The dots work in pve properly. Although in pvp we tested the dot's of the following class's by having a target logged in on a box next to us.

Druid = 0 damage taken by target player
Psio = 0 damage taken by target player
Sorc = 0 damage taken by target player
DreadKnight = 0 damage taken by target player
Cleric = 0 damage taken by target player
The direct damage portion from the melee class's did still affect the target although the dot portion did not with the exception of the druids earthen brute although it is not a true dot.

The charecters were levles 28, 26, 28, 27, 28 the target charecter was the 28 cleric and the druid when it was the clerics turn for a few free shots.
