EQ2 allowed players to move toons from line to Test, as did WoW. I'm almost certain I also moved from live to Test in EQ. In both EQ2 and EQ the moves were allowed in very short time frames to bolster the population just enough to keep testing environment viable.
At this stage, the Test Server in VG is pretty weak bordering on dead. 30 people online at a time.
