You can fix that by changing
UseSound=True to false in your .ini file. That'll turn off sound all-together.

I suppose that's possible, but since it's just a variation on the background music, it's rather odd. It's not like there's one obnoxious combat theme that plays from level 1 up until 5th expansion raid encounters.
