I had read a post from Sigil on this...can't recall it exactly or even where I saw it.

I think they wanted a guide that was just that, a guide and nothing else. They didn't want quests, detailed maps, that sort of thing. Well, what kinda of guide would it be if all of that was removed?

Sigil believes in exploring and people going out and discovering things for themselves. And I think the idea of a guide went against this so the plan was scrapped.
