Aside from equipment, you just need to grind presence (it goes up slowly as you win parleys, but it does go up).
Finding NPCs to parley with is a trick, we are starting to develop lists of NPCs in the Wiki:
Civic Diplomacy NPCs, but there is a lot of work still to do.
