Actually originally the statement was that only The beta characters were there, copied over from the beta server. At the time they were not looking at any more copies, tho this may have changed. And this in no way keeps you from creating a new character on Test.
..Everyone needs a pocket Rep, Thier cute, fuzzy, and tell you whats going on from time to time. Every now and then it MAY actually even be true..
