I can't speak for the test server as there aren't nearly enough people on to properly judge it but it seems to me like they have anti-farming code in. I've noticed often on Florendyl when I go to a new area that is rarely visited, there is a much better chance of being a rare there.
So you say, geck, but that just means no one harvested it 'cause no one was there to do so! But what are the chances of it popping on the first pop if it's that rare? It seems like when a place is not populated, rare things will spawn in it, including named mobs and resources.
Weird, huh?
