One issue I don't think has been brought up yet is the fact that this game is, like it or not, a grind. And because there is no way to transfer a live character to the test server, it's very unlikely that you'll get people who want to take time off their "main" to go play on the test server. At least not until their main is capped out. By playing on test you are giving up time on your normal character - which is a very large thing to ask if there are going to be character wipes or you'll have to level and play just like a 'real' server.

I think that this will be no different from live servers in that Characters will not be wiped. They did this in EQ1 and they realized the mistake and has never happened since so I don't see it happening now.
I am also 99% sure that this will be a normal server. In time there will be a good community but depending on the support that is received from Sigil will determine the size of it because no matter what they say there will have to be at least a limited amount of CS that come over for players when we are having a problem. Also on this note Good QA personal makes or breaks the server in that if they are very interactive in the community then there is a lot of fixes going on. On EQ2 Test we had a 90% bug squash rate but when our good QA personal left I'm quite sure it dropped down because of the lack of communication.(some problems must be shown 1st. hand and not just /bugged)
