Did you make sure you kept the quotes in the there? You have to type it exactly as below leaving out the brackets {}. Everything in the brackets must be there for it to work.
{"C:\Program Files (x86)\Sony\Vanguard\Vanguard.exe" /testserver}
There was also another post for the EU client people not being able to access the test server might be something with that if you are using the EU client.
