Increased XP may or may not be a good idea.
At the moment I think they're still balancing the XP amounts, so it'd be silly to increase the XP rates before they're "final"
That being said, I think a better alternative once XP rates are finalized (or even before then really) is to provide a BuffMaster that will take a number as an argument in a /say command and automatically make your character that level. (could be higher or lower)
So you'd do a /hail buffmaster 47 and it'd make you level 47 - even if you were level 50.
This would allow precise testing of content at any level and not force testers to play solely on the test server just to be able to test higher level content.
The downside of course is that such an option might draw a number of people who only want to play around at level 50. (Really, if you're on a PvE server why not just move to test and make yourself level 50 and just raid there.) A counter to this could be frequent character wipes, but doing that would erase equipment and make it hard to test certain things out.
So I don't know, its both a good and bad idea to make leveling easier than on live servers. Of course people are paying the same price no matter where they play...
