My theory on leveling up diplo skill is based on the difference in level between you and the NPC. Here are two cases to look at.
150 vs 150 soldier NPC took 16 parleys to level up one diplo skill point.
151 vs 175 soldier NPC took 12 parleys.
I'll post my results for 152 vs 200 soldier NPC later today.
It also seems you get two presence pts per one diplo point.
