I hold the thought that the presence requirements have no logic behind them whatsoever besides forcing you to parley to increase it.
Case in example, the 'dravens' outlaw' quest series. Starts simple and then progresses you to get 50 domestic presence to talk to the villagers.
---> runs off to lvl up domestic presence
<--- runs back to slap some iron in the backs of the villagers
Now they need someone to train the villagers and behold, there's a dwarf that needs some ale nearby.
--> runs to dwarf
75 soldier presence.....So now I'm in BC running between the three guards at the entrance lvling presence.
So I think presence is literally a 'roadblock' that forces you to stop and parley.
