On another note, how in the world did you do the soldiers on the road quest outside of khal? That's pretty much where I got fed up with diplo.

I'm pretty sure that quest isn't part of the newbie line. At one point they put in a quest to help people who were stuck in their newbie line. Basically you parley with the soldiers over and over until you reach skill 40, at which time the quest becomes complete.
I wouldn't bother doing that quest unless you are stuck on the rest for some reason. Completing the newbie line will get you more cards and gear.
