after abandoning the re-starting the quest, mr. Thistle now rewards the 2nd part of the quest-the Interview-but will not grant the first part of the quest-filling out the espionage forms. After repeated attempts with two different characters I now get this same result. Please let me know-am I missing something, or is this quest bugged or broken? Gonna try diplomacy somewhere other than Tursh. Any help is appriciated.
