Looks good. I made some site specific edits that would not be obvious.
If we are going to try to keep all the NPCs in a single article, I would suggest naming something like Civic Diplomacy NPCs; the title "Diplomacy Sphere" is too broad and makes more sense as the title of an overview article that covers all aspects of diplomacy.
