Re: how to level
If there are no quests left for you to do at Veskal's at 11 then you'll need to get at least 12 before you can start the Verdant Lurker quest chain from Veskal, and then there's the quests for the bigger spider caves that I forget the name of.
That chunk should provide you with enough content to go through up to around 15 or 16 and lead you over to Misthaven or Kaon's Rush.
If you prefer you can follow the roads through Leth Nurae out towards Renton Keep, Three Rivers Village and Themnwar's Shield. There will be plenty for you to do out there, and there's always Riftseekers Torrent, a level 10+ dungeon just outside Tursh.
