You're on the right track with how things're going.

May be possible in PvP servers. They havn't revealed too much about that though, so we're still on the lookout.

Yep. By crafters doing comissioned items and quests inside your city's crafting area, they'll be able to fortify the guards with better armor and weapons.

You're certainly on the right track, as Sigil has expressed many of the same desires to bring those ideas to life There is a disclaimer that cities may not be fully functional by launch, but housing will with the former following shortly after.
