Just to clear up the mass confusion
The CURRENT (<-- Important because the keep changing it) non-KoS for MOST races is 251. I have heard some other races have to get a higher number. More than likely, it is 351.
When people are spouting out the full rating, they're flat out incorrect.
As for what 'faction' gives you? I'm not entirely certain, but quests would be the first thing. High crafting faction with a city opens their recipes (unconfirmed). So I would imagine that although it may not be functional ow, we'll start seeing more and more of faction related items and quests.
