This is not sloppy pathing by the devs. This is no doubt working as intended. Random gankings by high level mobs happen elsewhere also, anyone run into Foulsprig in sub 10 area of Leth Nurae?

This gives the game a bit of spice, keeps you on your toes. There is even a Diplomacy line in Three Rivers that talks about the random attacks by the Veil Griffons.
