That seems to be a naming bug. I bought an "Untrained light grey" horse (which isn't light grey, but that's another issue) for 12.5 silver in Khal. It has the speed of a tier 1 horse, which is +40, and should presumably be called a "Young Light Grey" horse. (Yes, I've bugged this.)
In the case of horses costing 12.5 silver the speed should be +40 now since the patch brought speeds back to where they should be. If this is not the case, it's worth bugging.
