It sounds like those boars? bears? may have been (or still be) flagged for more than one tier of resource, like the treants near Leth Nurae. Some of the level 9 ones wandering around yield tier 1 wood, some yield tier 2. Seemed odd to me at the time but it's sort of a nice bonus when you get to where you can harvest the T2.
