I was killing some level 5-ish bears today around Tursh with about 118 or so skill...and suddenly I was getting ratty(tier 2) strips off them...and even a scraggly or whatever the tier 2 rare is...then later I was killing some Maplelynn stalkers and howlers which are 7-9 or so and was back to mangled same with the level 9-ish turtles around Themnwar's Shield.

Soooo is it my skinning level relative to the mobs level that enables me to get higher level stuff or was that a glitch on the bears?
